ADDIS ABABA - The Ethiopian government has introduced a new proclamation that requires all civil servants, in all government institutions, to undergo mandatory competency tests. The measure aims to raise professional standards and strengthen accountability across the public sector.
Under the new system, employees will be assessed on core skills, job performance and overall readiness for their roles. Officials say the tests will help create a merit-based culture that rewards capable staff and identifies workers who need further training or reassignment.
A detailed timeline has not yet been released. However, institutions have begun preparing guidelines, evaluation tools and training support for staff. The reform is part of a wider modernisation agenda, which also includes recent salary adjustments designed to improve retention and motivation
The introduction of compulsory assessments marks one of the most significant changes to Ethiopia’s civil service. Authorities say the new system is intended to improve service delivery and ensure that government institutions are staffed by competent and efficient professionals. Further instructions are expected as the rollout continues.
